Voices in the Static

There's an old story about traveling just outside town late at night. Some people say that, if you find the right frequency on the radio, you come across a station playing old lullabies and simple tunes. It flickers in and out and often cuts off within minutes of finding it, devolving into static.


However, a few fortunate souls have been lucky enough to catch something more. They've heard voices when the music cuts out, often garbled beyond recognition. These periods of static last for only a minute before the music picks back up again, as if nothing ever happened.

Some believe these tales to be nothing but rumor and superstition. Others have a far more interesting theory. They believe this is an operating numbers station.

Numbers stations first cropped up during World War I as a way to relay information to undercover operatives, often using codes and encrypted messages to hide the information contained. Many such stations operate to this day and often without any public certainty as to their origin or the information they contain.

This leads to the obvious question of who this station is broadcasting to within the city and why.
